Measures of the Ministry of Health from 22 November 2021

On testing of the population for the presence of the SARS-CoV-2 virus (No. 1029 of 18 November 2021)

I. Tests for insured persons in the Czech Republic no more than 5 times a month for persons under 18, persons with a contraindication, persons who have not completed vaccination, and

II. No more than 2 times a month for vaccinated persons

On screening testing in schools (No. 1032 of 18 November 2021)

Will take place on 22 November and 29 November.

Restriction of retail sale of goods and services and provision of services (No. 1028 of 18 November 2021)

1. The operator must observe these rules

a) 1 customer per 10 sqm (does not apply to a child under 12, and if the premises are smaller than 10 sqm, does not apply to a child under 15, or to the escort of a disabled person)

b) actively prevents customers from being closer than 1.5 m to each other

c) ensure queue management, mark spacing signs, at least 1.5 m

d) place disinfectants at frequently touched surfaces

e) ensure customers are informed – information posters at the entrance, possibly a loudspeaker in the shop

f) ensure the maximum possible air circulation

2. barbershops, hairdressers, massage parlours, etc.

a) in addition to point 1, also ensure a distance of 1.5 m between places

b) a customer may not use these services if they show clinical symptoms (exception for children under 12), or do not meet the O-N condition (testing is no longer accepted)

c) the operator must check before starting the service, and the customer must prove it; if they fail to prove it, the service must be refused

3. restaurants, clubs, etc.

a) operators must observe these rules

i. customers seated with a distance of 1.5 m unless at the same table

ii. a maximum of 6 people may sit at one table, except for members of the same household

iii. the number of people present must not exceed the number of seats

iv. actively prevent people from being closer than 1.5 m, including while waiting

v. ensures disinfection and disinfects regularly

vi. a distance of at least 2 m from performers

vii. ensure the maximum possible air circulation

viii. ensure customers are informed of the entry conditions and rules at the entrance and on the premises

b) a customer is forbidden from entering the indoor or outdoor premises if they show clinical symptoms or do not meet the ON condition (exception for children under 12).

The operator is ordered to check compliance upon entry to the premises, or, if conditions do not allow this, at the latest before providing the service. It is forbidden to admit a person to the premises or to provide the service. This does not apply to the sale of takeaway food, provided that consumption on the premises is prohibited.

4. Operation of shopping centres exceeding 5,000 sqm

a) The operator must visibly display instructions to maintain a distance of 1.5 m

b) Air circulation

c) A customer may not consume food unless they prove compliance,

d) with the exception of a child under 12, ON

5. Markets, mobile stalls

a) Spacing between stalls of 2 m

b) Disinfectant at every sales point

c) If selling food and drink intended for consumption

i. Tables at least 1.5 m apart, 6 people max, gaps of 1.5 m

ii. The operator actively prevents people from coming closer than 1.5 m

iii. A customer may not consume on-site unless they meet the ON condition (exception for children under 12)

6. Accommodation services

a) The operator must ensure disinfection

b) A person may not use the service if they do not meet the ON condition, or have symptoms (exception for children under 12)

c) Providers are forbidden from providing accommodation, with the exception of a child under 12, if the ON condition is not met (not required if the accommodation is provided within education exclusively to students of one school, or to supervising persons, or if separation of spaces is ensured)

d) The provider is ordered to check the ON condition before starting the accommodation; the person is obliged to prove it, and if they fail to do so, accommodation must be refused. Accommodation may be provided for a maximum of 7 days, after which the condition must be proven again

e) Exception for accommodation for isolation, quarantine, or housing emergency

7. Spas

a) A customer may not be admitted for a stay if they have symptoms (exception for a child under 12), show symptoms, or do not meet the ON condition

b) The provider must check, the patient must prove

8. Operation and use of indoor sports facilities

a) Entry is forbidden to persons with symptoms, or who do not meet the ON condition (with the exception of children under 12); not required for PE within school education

b) The operator must check upon entry, the person must prove it,

c) For group lessons, maintain spacing of 1.5 m

d) circulation

9. swimming pools, wellness facilities…

a) forbids entry to persons with symptoms, or who do not meet the ON condition (with the exception of children under 12); not required in the case of swimming within education, where only these students and supervising persons are present in the given spaces

b) The operator must check upon entry, the person must prove it

c) Circulation, spacing of 1.5 m

d) Spacing of 1.5 m

10. Ski lifts and cable cars

a) Forbids the use of the services to persons with symptoms, or who do not meet the ON condition, with the exception of a child under 12

b) Check, do not allow

c) Spacing of 1.5 m

d) Actively prevent, disinfect, inform, circulate

11. Zoos, museums, castles, etc…

a) Capacity only such that spacing of 1.5 m can be maintained, unless it concerns a shared household or a school and its supervision

b) Participation is forbidden if there are symptoms, or if a group tour of more than 20 people does not meet the ON condition (exception for under 12, household, school)

12. Operation of facilities for persons aged 6-18, leisure activities, etc.

a) Max. 1000 people at one time

b) Keep records (first name, surname, contact details, time), retain for 30 days

c) Persons with clinical symptoms of covid-19 are not permitted, or if more than 20 people are present at one time the ON condition is not met (exception for children under 12) – not required if students of one school with supervision or an unchanging group

d) The organiser must check before starting, the person must prove it, otherwise they may not take part (repeat for events longer than 7 days)

e) The organiser of a multi-day event, in the event of a reported positive PCR result, must ensure this person is separated from others, and contact the public health protection authority and hand over the list of participants including phone numbers

13. Concerts, theatres, sporting matches, races, etc.

a) Participation of spectators, visitors is forbidden if they have symptoms and if there are more than 20 spectators at the event who do not meet (exception for children under 12) the ON conditions; not required if, within education, students of one school with supervision, or separated spaces

b) The organiser must check, the person must prove it; if they fail to do so, they must be refused entry to the event

c) Spectators must keep a distance of at least 2 m from the stage or the sports area

14. Other public or private events

a) max 1000 people

b) a person with symptoms may not attend, and if more than 20 people are present at one time the ON condition must be met (exception for children under 12, students of one school with supervision within education, regular activities of an unchanging group keeping records for 30 days, weddings)

c) the organiser must check and the person must prove it

d) sports preparation of athletes must always keep records (first name, surname, contact – phone, retained for 30 days); participation of athletes, referees and members of the organising team is forbidden if they show clinical symptoms or if more than 20 people are to be present at the sports preparation at one time and do not meet (with the exception of children under 12 years of age) the ON condition, given that a negative PCR test for these activities is valid for 7 days)

e) choirs – max 50 people, spacing of 1.5 m, ON condition, no symptoms, and exception for children under 12, keep records for 30 days

15. right to assemble peacefully

a) outdoors, groups of up to 20 with spacing of 20 m between groups

b) indoors there must be spacing of 1.5 m and disinfection before entry

16. elections to the bodies of a legal entity

a) a person with symptoms may not take part, or if they do not meet the ON condition

b) check, prove

17. entry conditions (ON)

a) PCR test for those under 18, persons with a contraindication, a vaccinated person (if 14 days have not passed since the second dose ….)

b) The person was vaccinated and 14 days have passed since the 2nd dose

c) The person has had Covid-19 and no more than 180 days have passed since the first positive result
